A New Approach, a New Era in Outdoor Advertising

Farhad Asgar oglu Adigozalov was born in 1977 in Baku. He received his first bachelor's degree in Finance and Credit from the Azerbaijan International University in 1999, and later obtained a second bachelor’s degree in International Economic Relations from the Azerbaijan State University of Economics in 2002. In 2005, he completed his master’s degree with honors at the same university, specializing in the Economics and Management of Production and Service Sectors. Mr. Adigozalov began his professional career in 2000 at the State Insurance Company “Azərsığorta.” From 2003 to 2005, he worked as a specialist at the International Bank of Azerbaijan. Between 2005 and 2009, he served as Assistant to the Chairman of the State Service for Registration of Real Estate of the Republic of Azerbaijan. From 2009 to 2013, he held the position of Department Director at “Kapital Bank” OJSC. Subsequently, in 2013–2014, he was Assistant to the Minister of Finance of the Republic of Azerbaijan, and from 2015 to 2017, he served as Chairman of the Management Board of “Azer-Türk Bank” OJSC. In September 2020, he was appointed Deputy Chairman of the Management Board of the National Depository Center. By Presidential Decree dated December 7, 2021, he was appointed Chairman of the State Insurance Commercial Company. Most recently, by the Decree of the President of the Republic of Azerbaijan dated April 16, 2024, Farhad Adigozalov was appointed Chairman of the Management Board of the State Advertising Agency of the Republic of Azerbaijan. He is married and has three children.

Fakhri Rafiq oglu Abdullayev was born on September 21, 1974, in Baku. He received higher education in Geography at Baku State University and later graduated from the Faculty of Public and Municipal Administration at the Academy of Public Administration under the President of the Republic of Azerbaijan. He began his professional career in Sochi, Russian Federation. Upon returning to Azerbaijan, he became one of the key organizers of major state-level events. After a period of entrepreneurship, in 2013 he was appointed Deputy Head of the State Flag Square Complex under the Cabinet of Ministers of the Republic of Azerbaijan, and later served as Chief of Staff at the Seaside Boulevard Department. During his tenure in public service, he was awarded the civil service rank of “Advisor.” In 2017, he was appointed Deputy Director of the State Advertising Agency of the Republic of Azerbaijan, and by Presidential Decree dated October 30, 2019, he was appointed Deputy Chairman of the Agency’s Board. He is married and has three children.

Nahid Rahman oglu Gasimov was born on May 9, 1989, in Baku. He graduated from the Faculty of Law at Baku State University in 2012. He began his professional career as a leading legal advisor in the Legal and Strategic Research Department of the Apparatus of the State Social Protection Fund under the Republic of Azerbaijan. He later worked at the Ministry of Internal Affairs of the Republic of Azerbaijan and as a senior legal advisor in the Legal and Human Resources Department of the State Social Protection Fund under the Ministry of Labor and Social Protection of the Population. Since 2017, Mr. Gasimov has held several positions at the State Advertising Agency of the Republic of Azerbaijan, including Legal Advisor, Senior Legal Advisor, and Chief Legal Advisor in the Agency’s Legal Department. He also served as Head of the Legal Department of the Baku City Advertising Department, and later as Head of the Legal Department within the Agency’s Apparatus. In 2022, he was appointed Chief of Staff of the State Advertising Agency of the Republic of Azerbaijan. He is married and has two children.
